CURTIS A. WARD
(B.A., J.D., LL.M.)
Curtis A. Ward, an international lawyer, is founder and Chief
Operating Officer of Curtis Ward Associates LLC.
He has extensive experience in international affairs,
international, regional and national security
capacity building, geopolitical issues; and dealing
with regional and international organizations.
He is a former Ambassador and Deputy Permanent
Representative of Jamaica to the United Nations
Security Council; and a former Expert Adviser
to the United Nations Security Council Counter-Terrorism
Committee (CTC).
As the CTC’s Expert Adviser and CTC Liaison
with Regional and International Organizations,
he developed the CTC’s anti-terrorism capacity-building
technical assistance facilitation program. Also
at the CTC, he assessed implementation by governments
of the counter-terrorism legislative and operational
measures mandated by Security Council Resolution
1373 (2001) and other related anti-terrorism resolutions.
Ambassador Ward has made presentations, including
as keynote speaker, at over 25 conferences, meetings
and seminars in 17 countries on counter-terrorism
issues. He has participated in a number of roundtable
discussions and lectured on counter-terrorism
and UN-related issues, including highlighting
the nexus between security and development. He
has written on counter-terrorism capacity-building
issues and other related security topics.
While serving on the UN Security Council, Ambassador
Ward served as the first Chairman of the Security
Council Working Group on Peacekeeping Operations;
as member of a Security Council Mission to the
Great Lakes Region of Africa; and as Chairman
of the Security Council Ad Hoc Committee on the
Brahimi Report on United Nations Peace Operations.
He also served as Chairman of Working Group 2:
on Measures to Strengthen the Capacity of Sates
to Implement Targeted Sanctions - in the Stockholm
Process on Implementation of Targeted Sanctions,
sponsored by the Government of Sweden

DR.
JOSEPH E. EDMUNDS (PhD), O.B.E.
Dr.
Joseph E. Edmunds is a former ambassador of St.
Lucia to the United States, the Organization of
American States (OAS), and the United Nations.
As former Dean of the Inter-American and Caribbean
diplomatic corps and Vice Dean of the Washington
diplomatic corps, he represented the diplomatic
corps at the highest governmental levels.
He twice served as President of
the Permanent Council of the OAS; chairman of
the Working Group for the Formulation of the Statutes
of the Special Multilateral Fund of the Inter-American
Council for Integrated Development (CIDI); chairman
of the Working Group of the Permanent Council
for Strengthening the OAS; chairman of the Permanent
Executive Committee of the Inter-American Council
for Education, Science and Culture; and as an
active participant on a number of other working
groups, including on Hemispheric Security and
the Security of Small Island States.
He has broad experience as an international
consultant, including: to the OAS and the UNDP
in development of democracy and good governance
programs in the Caribbean; as chief of electoral
missions; as director of the OAS office in Suriname;
and to international donor agencies to review
donor activities and programs in the Caribbean,
Latin America, the South Pacific, and Africa.
He has served as consultant
to a number of agencies, including: CARICOM, the
Commonwealth Fund for Technical Cooperation, the
South Pacific Bureau for Technical Cooperation,
Canadian International Development Agency, International
Development and Research Agency of Canada, and
National Institute of Agriculture in Ecuador.

MAJ. GEN. JOHN I. SIMMONDS, CD, CVO, RCDS (Ret.)
Major General John I. Simmonds is a national security expert. He retired after thirty-five years of distinguished military service in the Jamaica Defence Force (JDF) as the highest ranking military officer – Chief of Staff. His command included the Army (Infantry Regiment), Army Reserve (Reserve Corps), Air Wing, Coast Guard, and Engineering Unit. As Chief of Staff, Maj. Gen. Simmonds also was principal advisor to the Government of Jamaica on matters related to national security and disasters.
His extensive training and experience in military and national security matters were utilized throughout his military career and were requirements for the many posts he held in the military. His distinguished service included employment of military-related management skills, with extensive experience in creating, developing, and executing strategic plans for assessment, consolidation and execution.
Maj. Gen. Simmonds received his military and leadership training primarily from some of the most prestigious military training academies and institutions in the United Kingdom of Great Britain and Northern Ireland. He also received specialized military training in other countries.
